according to the official adwords blog, google is lowering the minimum bid for CPM ads to 25 cents. note that it started at $2 then was dropped to $1 and now rests at a quarter.

what effect do you think this is going to have on adsense?

It's only to enable CPM ads for fan web sites, forums and other extrem low CPM sites.

Who would place $2 CPM for a site with an average eCPM of 0,25?

The minimum bid for cpm doesn't worry me - in practice it means that the ads won't show on my site.

I have been toying with adwords recently, and though they accepted a minimum bid, and allowed me to select sites where it might be shown, I didn't get a single impression!

I haven't seen any cpm ads on my site. Maybe because advertisers aren't willing to pay the cost of cpm ads on Google, and maybe because even Google realise that my site can make them more money by showing cpc ads.
