I plan on putting a javascript code on my index.html file that will redirect visitors to index2.html index3.html etc. randomly or based on time of the day.

For example:
Visitor 1: goes to index2.html
Visitor 2: goes to index3.html
Visitor 500: goes to index2.html

The only information from the TOS I found is no redirect to unwanted sites. Should I assume this is allowed?

lost as always

Without knowing the TOS like a book I would say that it sounds far enough out there that I would send Google an email and describe what you want to do, why and how and see what they say.

Many web sites serve up specific content based on the origin of the visitor, especially news sites, so I'm not sure I see anything wrong with it.

However, here's the rub, it also could be interpreted as cloaking if what the page visitors see isn't the same page the spider sees - on that alone I'd ask AdSense Support.
