Can Ads be placed on "Site map" and 'privacy policy" pages? I have a page on my site named "Archive" that contains just a few links to other pages of the site. Can ads pe placed here? Is there any violation of the TOS?

Why would you want to put ads on those pages? You won't get many clicks, probably won't have good ads. You'd do better off to use them as ad-free pages and hurry people along to content pages where the ads will be more likely to be noticed (because you don't have ads on EVERY page) AND will pay better.
As a general rule, I don't put ads on pages about the site or that are primarily navigational.
