I can go to my bank i usually bank with and be able to cash it right? It says payable at Citibank N.A., but I am not with citibank my bank I bank with has cashed other checks i think a citibank one i don't remember i live in the US.

most banks will cash a check from other banks if you have an account there (at the bank you're taking the check to).
If you just deposit the check into your account, that seems to work the best with the least amount of hassle.
