Is a link considered content?

I wanted to add a link to a Poker tips site I have from one of my adsense site. Just a tiny little link at the bottom of my nav bar, but then I remembered that there was something about gambling in the policies so I took a look:

Don’t place Google ads on sites that contain prohibited content.
Google ads may not be displayed alongside any type of content prohibited by our program policies, including adult or mature content, gambling-related content, or drug content. It's your responsibility to ensure that all of your pages adhere to these policies.

From the Policies:

Site may not include:
[...]
*Gambling or casino-related content
[...]

My question is: Is a little link to a poker article page considered content?

It's tricky.
I wouldn't gamble (huhuh) on this.
I have a page with a guestbook that was spammed by a
gambling website. So there were links related to gambling in my guestbook. When I signed up at some affiliate program they declined me cause of the gambling 'content'. (@#$%! spammers).
So it wouldn't surprise me if Adsense has trouble with this too...
Somebody can do a more educated guess?

Everything on your page is content, including navagation links, copyright notices, ads (yes, even Google ads)... One little link to a gambling site is gambling related content. I wouldn't risk it.
