Say you have a blog
In that blog there are 10 pages, possibly the after 500 words the pages are cut out.

Now say you have google ads, on every one of those pages.
You have the ads at the start so they show up at the top, now
the home page of the blog realistically has 10 google ad units.

3 only show up, but there are 10 of them, therefore since more than 3 is breaking TOS technically, is this against the policy. Yet what is confusing is that each individual pages arent breaking TOS. Only when combined together.

You probably shouldn't set it up so that the blogs are in the posts or setup the homepage so it only shows a maximum of 3 posts at the same time.

As you described it, it seems to be against the TOS since you'll have 10 blog posts on the main page with 10 ad unit codes at the beginning of each blog post.

Even if the ads themselves don't show up, I don't think you're supposed to have the code 10 times on the page like that.

You can place up to three ad units and one link unit per page, so if the code appears in your source code more than three times, you should remove the extra examples even if they don't show on the page.

Also, although you are welcome to paste up to three AdSense ad units in your site, if the inventory of ads for your content is low you may only notice one unit displaying ads.
