Why not apply for a single AdSense account for that site, and have the check made out to both of you, or to the company name? This would result in splitting the revenue equally between the two of you. They have done this for others.

This would work in my simplified example .However what I am really considering is a bit more complicated. Basically, I am writing a useful tool that webmasters can host on their site. I am planning to offer it free, but inside the code it would have a check to rotate between their own banner ad and mine.
As you can see, in this scenario, a single account would not work.
Of course, if AdSense doesn't like the idea, I'll have to think of other ways to get compensated for my coding efforts.

And there are the implications from the Google terms about running AdSense on sites you don't own:
You represent and warrant that ... (b) You are the owner of each Site or that You are legally authorized to act on behalf of the owner of such Site(s) for the purposes of this Agreement and the Program
I would interpret this to mean you cannot run your ads on a site you don't own or are authorized to run them on.

That's completely different than what you originally asked.
Why would any webmaster go for this when he can just have his own AdSense account exclusively?
And the majority of those networks also have rules in place that would cover many of the "site may not have..." rules as well.
What's different in this scenario versus what a lot of banner ad networks are doing: they're running Adsense some of the time while running other banner ads in the sames other times.
Google has never said that you cannot rotate AdSense ads among other ads. I believe at least one person who posts here does that, in fact. I don't think it's limited to premium publishers. Rotating between one AdSense account and one or more other AdSense accounts is not the same thing as rotating between AdSense and other ad inventory you may have.
My tool would provide webmasters with useful, dynamicaly generated full page content. So I was planning to offer them to do revenue sharing to use the tool.

Alright, I've come to similar conclusion - even if this doesn't break TOS specifically, it could have unexpected
consequences - showing my code on somebody else's domain
is troublesome, since the webmaster could be spammer; or host adsense-unfriendly content; or double-serve the ads etc.
So, I'll probably do something different, like offering a Lite version of the code for free and charging for complete edition.
