Does Google TOS Allow Software Tools To Design AdSense Pages?

Can you design a page(s) especially for AdSense?

I would like to know if the Google TOS (Terms of Service) for AdSense allows a person to design a software tool to help people to create and design an entire site or even just a few pages in such a way that they are designed especially with AdSense in mind and can they market their tool by mentioning that the tool will help you design "AdSense pages" even if they don't sell the tool for a fee and give it away free or include it as a bonus product for another product that does cost money?

I am not sure about this so I want to get the truth and I know that there are several AdSense experts here that can give me the definitive word on this.

Yes, there are quite a few people here that know a lot about AdSense. But the only way to get a definitive answer is to ask Google.

This could be a gray area, sounds like you could be promoting made for AdSense sites. But if you are not an AdSense publisher (it sounds like you are not) then it really does not matter because you not bound by the AdSense TOS.

Your reply makes no sense to me. Was I supposed to understand what you meant by it?

I would think a CMS system, specifically designed to work with AdSense (with placements in content as per the heat map examples, and channel management) would be quite a useful thing.

But I'm not sure why you think this would have anything to do with the AdSense TOS?

It sounds like a new marketing spin for existing programs that generate keyword-rich pages for SEO (It's certainly nothing new--there are many big directory and "user review" sites that use keyword lists to crank out template-based pages that may or may not have any real content.)
