If a page is about a topic A that mentions subtopics A1, A2, A3, etc. (or it doesn't appear to be focused on any deeper subtopic) with multiple ad spots, and there are ads about subtopics A1, A2, A3, etc., and if the visitor doesn't appear to be specifically interested in any one of these subtopics, the AdSense should show ads from more than one subtopics, even if the ads from ex. subtopic A1 are currently highest performing. Right now, it appears that if AdSense determines that the subtopic A1 is the best performing one, my page only gets ads about that subtopic. The result of this is that only visitors interested in subtopic A1 will click on ads. If the worst performing ad about subtopic A1 was replaced by the best performing ad from A2, A3, etc., the CTR for visitors interested in that other subtopic (ex. A2) would go up dramatically, without significantly lowering the CTR for visitors interested in A1, since they would still have plenty of ads to click on.
