Outsourcing AdSense frown upon?

I was surfing on the website of the industry leader in my niche and was surprised that all of the AdSense blocks were showing PSA's. AdSense was working on other sites I visited, so it had to be a problem with the site itself.

According to the information in "banned" threads on this forum there is an error message shown in stead of PSA's when the account is disabled so there should be another problem.

I looked in the sourcecode of the page and discovered that the ad code wasn't directly in the HTML page, but served by a third party advertiser network with a call to an external CGI script. As an example, on page www.industryleader.com/file.html was a call to script www.advertiser.com/cgi-bin/ad.cgi?parameters to serve AdSense.

Now that only PSA's are shown, I think that outsourcing AdSense in this way is frown upon by AdSense. Any other people on this board having experience with it?

AdSense has no problem being served from a banner rotation system nor even a 3rd party banner rotation server as I've done both. As a matter of fact, someone from AdSense support actually recommended I use a banner rotation method to test various AdSense settings over the course of a few days to see which performed best in the same space.
