Out of curiosity I decided to have a look at this e-mail to views its offerings.
1. Click here to unsubscibe...hahaha, as expected...
2. In actual fact none of the links seemed to work at all. I wonder if that is because I use Eudora with Microsoft viewer disabled?
Copy or typing in the links direct also acheived nothing
3. Going to the actual web site URL does one thing, an immediate divert to another page as follows:
a) An Adsense Sponsored Link page with 10 listings
b) Plus 10 Related Categories on the righthandside where the regular Sponsored Links would be
c) PLUS a further 20 Popular Categories at the foot of the page!
All I can surmise is that this is "condoned" by Adsense however I will see what their response is.

[edit reason] Let's keep the discussion on the board please. [/edit]
Are you saying the domain that was being promoted in the email was an AdSense site?
No, the domain being promoted was NOT an Adsense site, in fact the domain was not even obtainable!
The owner of the spam promoting site has a Gmail address and is very prolific with his promotions.
Or that the domain of the sending email address was an AdSense site?
Precisely, however what I want to know is why such an unusual domain deserves to have this 750k page status providing constant revenues.
We work our butts off to make quality, valid pages, and sites like this get everything thrown at them with seemingly no effort.
More tranparencies are required since it sucks of the BBC...for those who do not know I refer to nepotism.
As for why it should be allowed to be part of domainpark, you quoted the relevant clause yourself:
"If your sites generate more than 750,000 page views per month
Possibly (in fact almost certainly) the owner simply has more than one parked domain.
5. What is the minimum amount of traffic I need to sign up for a AdSense for domains account?
Your network of sites should generate 750,000 page views per month to be eligible for the AdSense for domains service.
if i am a domain name registrar / domain parking provider 750,000 page views per month spread across say 5000 domains is nothing.
google's not to blame, i'm sure they will look into who that account belongs to and if theres enough evidence that there doing the email spam, they should take action.
of course alot of email spam is difficult to prove, so you would hope you can provide them with enough information to take further action.

You didn't reply to the part about the forged email address
Apologies if you did not understand my response:
Or that the domain of the sending email address was an AdSense site?Precisely,
Yes, the owner of the e-mail address is an Adsense site.
Possibly (in fact almost certainly) the owner simply has more than one parked domain.
Yay, and here's the rub...he's a well-known spammer to all! Mmmm...Google his name:-))
And on that note I bid you goodnight since it's 05.05 hrs...just gone 5 am to the those who do not know.
