I would like to quadruple (real word?) check this.

Ok, GG AdSense policies state that no ad may be placed on any non-content-based pages. This includes error, login, registration, "thank you" or welcome pages.

I assume this generaly means a page with nothing on it, maybe a logo and some keywords.

Does this rule include webpages that serve as a launch, such as a menu page or directory page with many or some links to internal content (same website) webpages?

"Directory page" is content too (provided that it's a collection of links to legal content, not some scam). However, I really recommend you to ask G to confirm this.

BTW, the main reason why they do not allow their ads to be placed on non-content pages is that their system would be unable to deliver properly targeted ads (for the obvious lack of context).

It’s hard to make generalizations about how AdSense policies would apply to your site in this situation.
