Can you serve adsense ads through programs such as phpAdsNew? Has any one done this is it allowed through the TOS?

Yes it is allowed, and you can find instructions (and reference to more information on using it with AdSense) here:

Also I was wondering can I run Ads say from fastclick and adsense on the same page or is this a violation? The TOS can be kind of confusing.
