I am not sure how much of a difference that would make in the end. I do know that people state they are an Adwords advertiser when they appeal a warning or suspension, but likely more to show that they wouldn't want to be a victim of fraud in their Adwords account, so why would they be fraudulently clicking their AdSense account.
Perhaps Google takes it into account. When you signup for AdSense, you use the same login as your Adwords account, if you had an account already. So they are tied together to some degree. But it is hard to know how much of a difference it would really make if an AdSense account is generating fraudulent activity.

Google may already have the ability to match IP's of Adwords users and Adsense publishers. They could use this matching capability to target any Adword Advertisers who fraudulently click on other Adsense publisher sites to drive up costs to their Adwords competitors ... how is this for a conspiracy theory? LOL

I tried, got the error message you quoted, so tried again using an alternative e-mail address. The second time I got to a confirmation screen which had my original e-mail address at the top (I think; you know how easy it is to start wondering if you _really_ saw that...), but then I didn't get a confirmation e-mail to either address.
Oh well, I wasn't going to start running the ads for a few weeks anyway...
