This is regarding a forum that I used to go to. Last year, Google cancelled their accounts because they made a topic to ask members to click on the ads. Today, I noticed that they have added the adsense ads.

Could it be that they applied for Google in another country, for example, Google France. Maybe Google USA cancelled their accounts the first time and they applied for Google in another country? I'm not sure if this is possible. The link on the lower right of the google ad does point to the URL of the forum where the ads are placed on so it's not someone elses google code they are using.

The approval process is not on a country by country basis, it is a one-country-fits-all for applying. If they were suspended for asking people to click their ads, they might have gotten permission to have their account reinstated.

Are you certain they account was suspended in the first place? I know publishers who have been warned for something that violated the TOS, and pulled AdSense from the site altogether, because they didn't want to risk losing the account because of other more profitable sites they were running AdSense on.

Yes, their accounts were disabled and they even said that they won't be getting the earnings for the prior months. I wonder how they could be reinstated after having a topic to tell members to click everyday. I doubt Google will do this as hardly any members get reinstated.
