Probably something along the lines of:
"Advertisers make us money, and no matter how little we offer publishers there will always be plenty more amateur sites that think they can make big money with our scheme, so let's exploit the gullible market to the full and provide our advertisers with highly cost effective brand marketing; then when we've priced out the other agencies and gained a monopoly we will have a carte blanche to really put the thumb screws on."

My site is not a piece of crap thats why it was chosen to display those ads I dont want.
I have the reason to complain because i deliver good quality traffic and I am not letting any ads just show up in my site. However, i will start blocking those URL's that has image ads on it from now on.
how do you guys know when CPM ads are being displayed on your site?
1. With text ads, the ad is expanded to fill the entire ad unit. It sometimes look like a big PSA ad, only it is not a PSA.
2. You start seeing earnings of 1 cent with no clicks
3. Site-targeted CPM ads also come in image format, not only text.
4. They are more pervasive than regular image or text ads, and you see them more often. In some instances, they show up simultaneously in your various ad formats (e.g. leaderboard, skys, rectangle)
