Is there something special you have to do to get two adsense ads to show on the same page?

Have a basic wide skyscraper and a banner and top one shows and bottom one does not.

Or is it that the page is new and there is nothing showing in the second ad box yet?

Sorry if this was asked before.

Normally you can have up to three AdSense blocks and Google will fill them with ads automatically. However, if there are only limited advertisers for the keywords on your pages, not all the ad blocks may be filled with ads.

So it mainly depends on the keywords and number of advertisers, not on the way you implement the ads.

Having more than one ad block is not always a good idea, especially when there are not many advertisers. Chances are that the first one or two advertisers use high bid prices, but all the others bid for the minimum of $0.05. Having only one ad block will lower page CTR a little bit, but can increase the earnings per click significantly because a higher percentage of clicks are on decent paying ads.
