Is it ok if we send google a polite e-mail asking to not count clicks that are coming from a certain IP?

Yes. I did that for a problem user I had banned and who was going out of their way to cause problems for the site out of revenge. I let Google know their ip in advanced and asked them to discount any clicks from that ip as fraudulent and malicious.
They replied politely and said they will monitor that ip.
