Would Google have a problem if i submitted an adsense site to a traffic exchange? Also, are these any good for targetted traffic?

note - traffic exchange = i goto your site, you goto my site type deal.

Traffic exchange sucks. People abuse it just to get hits. Your CTR might fall to 0.1% or less if you use traffic exchange. Don't say I didn't warn you!
