i'm a non-us citizen living china, i have a english website for us people , do i need to pay tax for adsense? and do i need to fill in the irs 8233 form? waitting for your replies?

If you are based outside the US with no US employess then your only tax commitment is to your own authorities.
It's standard for Google to send out the form As above, no need to return it but you are still liable for tax sadly!

thank you for BeeDeeDubbleU and peewhy replies, now google request me to submit the tax info ,what shall i do , the irs 8233 form is too difficult for me , there are a lot of new words, , who can guide me to fill in the 8233 form .

I don't think you need to fill out the form unless you are based in the US, have offices in the US or employ people in the US.
I suggest you email Google for advice.
I'm not a tax expert and advice given here by anyone is friendly with good intent ... but Google sent the form and they will help.
