Does the order of links in Adlink matters

I would like to discuss the order of links/keywords impact on cpc

Hi everybody,

Does the order of keywords in the list of links in Adlink matters. I mean the 1st keyword has higher cpc ads and afterwords are of less value keywords?

In addition do we conclude that the listed keywords are the most highly paid keywords in that specific industry?

I guess the sequence of links in Adlinks block is already adjusted in the highest paying on top. ( an assumption )
