What kind of Adsense arrangement is this?

Not usual, must be a special arrangement, what gives?

From time to time I see Google ads displayed in a manner that seems unlike anything in the ad formats at Adsense.

Take a look at <snip> and mouse over the listings. You will see they are Google ads alright. <snip>
What gives?
