Who is getting booted more quickly for same dishonesty (?)
1. Those who is little paid between $50-$150 p/mo
2. Some higher than above,
3. much higher than above, say $1000 minimum to $5000 p/mo.
What is the rate of geeting booted for a publisher earning higher than $3000 - $4000 p/mo?
If G booted the little paid publishers more quickly, then we can assume that they are at mercy to higly paid publishers...that means G can even mercy them for one or two TOS break?
Are rules of G same for all or different depending on the publishers's earnings?
I think, it is important to know, because high paid publishers are also bringing higher income for G too.

For advertiser sake... I would certainly think/hope that it would be for all. But other than Google - who knows?
