Question about multiple banners

In the past on certain pages I've run a single Adsense button advert. Now I've added a 728 banner at the top of the page amongst the run of the site banners -- on the other pages it is working fine, but on the pages with the button advert (which appears further down the page) the 728 only ever displays a single button advert.

At first I thought it was because there were no other adverts that were triggering for the page, but the button advert lower down is still appearing -- I thought the behaviour would have been that if there were only two adverts Google deemed suitable then they'd both appear in the 728 and the button would be nixed.

Any suggestions on why this would be happening?

Something sounds wrong. The 728 leaderboard only displays a single button? Check your AdSense code for typos. The dimensions may be mistyped.

I would think that you'd get PSAs (or your alternate script) if there were no paid matches.
