Site targeting and smart pricing

Seems logical that if an advertiser or group of advertisers selects a publisher for their site-targeted campaign, then smartpricing should be thrown out the window in those instances. After all, in such cases the advertiser is giving a stamp of approval to a particular publisher and is saying to google, "we want to advertise on this guy's site".

But...will it actually work out that way?

Advertisers aren't able to choose the publisher site their ads get posted on, can they?

I've never done adwords, but I am under the impression that they can't do this. The ability to filter publishers has only recently become available.

New adwords feature added that allows advertisers to block sites or even down to specific pages on a site.

They can pick which pages on a publisher's site to advertise on? I guess I need to read up on this.

wait, wait, I'm not clear...

Can advertiser now choose whether they wanna show their ads on my website or not?

I never used Adwords, so can anyone tell me?

No, they can choose to not have thier ads on your site.
