Lets take a forum for example.
On the private areas (moderator authentification required) that adsense bot can not browse, ads around the site's global thema are commonly displayed. Generally the type of ads the webmaster would like to see more often everywhere on his site.
Because he can't read nothing, adsense just displays ads in themas that globaly dominate for this site.
But nobody will never click there! Because they are just not in the right context to clic. (ex : a moderators forum)
So is it "wasting" relevant ads prints?
Is it reasonable to think that google is giving each editor a certain amount of good paying relevant ads that he should keep for places that has chance to clic?
global CTR is suffering of these ad printing for nothing...is adsense "big brother" judging editors on their CTR performance, and therefore, if adsense is removed from zero clic places, he will not only bring more relevant ads in public zones of the site, but print overall more good ads?
Or in the contrary, if ads prints decrease, adsense will consider the site has a less big one, giving him more poor ads?
Has the experience already been done? I suppose so.

If yes, More far, can we apply this logic to low CTR zones a webmaster can identify with the adsense channels tool?
Otherwise, i ll think about making the test for WebmasterWorld.
As far as I know, you should not be displaying ads in such areas, as it is against the Adsense rules.
Also note that adsense seems to have a positive reaction to this (although for me it is not in a dominating proportion : about less thant 5%), displaying ads related to global site themas.
