Actually i do not have any idea what to do.But it seems that one IP from lithuania for this month have 28 ad unit view and 17 clicks with CTR 60.71% ( yesterday he did for example a 6 views with 4 clicks and today 2 view with 1 clicks) Do i look again too close and is this case for ban him from my site or not?

Are you sure that this is always the same user? It might be multiple users with the same IP address (behind a proxy for instance).

If i look only through ip adress then it is same user and it is not proxy (i did test on common ports to see of is it proxy):

Looking through my detection script it seems that it was probably someone who use proxy. I've banned proxy ip and real ip immediatly. However 28 views with 17 clicks is nothing to worry about it but the reason that he used proxy make me not happy at all.
