Does site targeting invite shill bidding?

will google now have to face a problem that ebay is accustomed to?

let me start by saying, that i am a firm believer in pursuing white-hat techniques, and would not consider employing this technique... i just think its better to get it out in the open so we can start discussing it and thinking about in advance.

imagine this scenario. two (or more) adsense publishers with similar sites team up... they agree to bid up the CPM for site targeted campaigns on their accomplice's site. both will get more money as publishers since the bids will be higher, and any impressions that are shown have value in and of themselves.

in other words, is this the next generation of the link exchange?

i hope i am wrong in thinking that this technique could work, because i would hate for there to be another open door to adsense fraud.

And if other advertisers don't think the higher bids are worth it, then these two guys just pay more to put ads on each other's site.

Seems pretty self-correcting.
