This new CPM model is just for branding, and it's another alternative for the advertisers to opt-in and choose to display ads to these sites in addition to what Google is currently offering, the CPC model.
However, I'd suspect that most publishers would prefer to use the CPC model because CPM popularity is sinking from a publisher's point of view.
Also, many publishers are also advertising to get the targetted audience, and they optimized the page to make sure all the contents including the ads are relevant in that page.
I also have a question about the CPM revenue share, althought it's just an assumption..
Google is charging the advertisers based on how many times their ads have shown. Let says if you have 2 ad units with 8 links in there, does google pays per link impression for CPM?
So everytime the page is being opened, would this mean 8 links(2 ad units) times the number of page impressions?
What do you think?

I made a response to this question in another post. Here were my thoughts.
Text ads CPM may only apply to expanded text ads, ads with only one ad group. Although just a guess.
