I would also think that Google would spread that decrease around somewhat evenly (I've never seen a PSA on a large site so I'm not sure how enely distributed it is) so everyone still generates revenue and supply can be controlled. This way content sites may become annoyed but won't bail. This keeps the delivery system huge so if ad inventory goes up and needs to be distributed it can be.
This also ensures that advertisers won't have their entire budget blown away in such a short amount of time. Google makes much more money on showing advertisements on their site than they do on the revenue share with AdSense so I would think it makes good business sense for them to effectively control the flow.
I'm sure they know about how many times an ad will be shown and clicked on on the SERP. So, why would they not keep that amount of inventory for themselves since they are a for profit company? Wouldn't you?
So, we just need to hope that
A) Google becomes more strict in letting content sites in.
B) More advertisers come along.
I always thought of adsense as non-competitive for publishers, but in a way it is as competitive as affiliate programs. If the supply of paying advertisers is limited, while the supply of adsense banners is not, then I think it is best not to promote adsense to others.
All the more reason for google to allow us to display our own advertisements as default instead of those damn PSAs...
