What are Scraper sites?

I'm starting to learn more about this adsense and I keep hearing this term scraper site come up... what does that mean? Also, i donno if scraper means sites like this but I've seen sites under google search "<snip>" (a high priced kw) and all it has are google ads and a small paragraph of content to display relevant ads? is it legit to make sites like this according to adsense TOS? can you make a bunch of these and make a ton of money from adsense? ive seen so many..

Do they comply with the TOS?

I may be wrong, but I think "scraper" means a robot that "scrapes" content automatically off other sites. They just have these things running, stealing other sites contents, and profiting off of it.

But I could be wrong, and probably am.
