Summer time confusion

I have normal 9 hours time difference to Google

Normal, I can view 9:00 am MET the channel reports from 2 days ago. It's the 9 hours time difference between MET and Google time.

In the night from Saturday to Sunday was the summer time change in Europe.

Now is for the stats the time difference 10 hours.

Has US a different time to change to summer time?
Has Google no summer time?

Just to make it confusing, California switches to daylight savings time next week, on April 4th.

Has caused already much trouble with uploads.

I uploaded Saturday a complete update of a big website.

I changed on Sunday some files. But the FTP decided to upload all a seocnd time, because all the uploaded files from Saturday appeared on the server as one hour older than on my computer.
