I am new to adsense and I realized something strange.

that was quoted from google:
"Please note that there is no need to open additional accounts or to notify us when you have placed the ad code or search code on a new site."

So how can they accept adding adsense to new sites without having them checkin it first in order to see if it complies with their rules?

Am I missing something?

Nope. That's the way they do it. You get one site approved and they let you add more sites without review.

Apparently they have great trust that webmasters won't submit a nice clean, quality site and then add a bunch of sites that wouldn't pass the initial review.

If that trust is warranted, or wise, is another question. Apparently Google thinks it is.

The system can detect the URLs of pages with ads. So Google can check n% of the pages per publisher, per domain, per domain per publisher, or whatever they like.

'Site' is a shaky concept anyway.
