Google doesn't assume, Google counts. And even for Google, a click is a click.

Yes. That's why you don't get paid for the first click.

I came to that conclusion along time ago about many things.
There seems to be an attitude that if there is not a big STOP sign that anything goes until they're told otherwise!

Yes, I read the docs, FAQ and T&C and in my opinion the information there is not clear. According to the FAQ, clicks on the Ad Links will not be tracked in the reports. so, "a click is a click" is not true for the click on the Adlinks itself. It will be counted as an impression only.
Further prohibits the T&C clicking on the Adlinks through "fraudulent or other invalid means".
Is clicking on the Ad Links to see what type of ads are presented fraudulent? The most authorative answer about this until now was given by AdSenseAdvisor in [webmasterworld.com ]. According to his posts, clicking is not recommended because it alters the impression statistics, but it is not a big NO.
