Is making the Advertisers' URL "hidden" by changing the color to match the ad background now such common practice that the rule is just not enforced? Or are there publishers out there getting kicked/chastised for this?

Yes, if you select colors to hide the any of the text (either by choosing the same or similar colors), Google will automatically change the colors to the text shows when the ad unit is displayed on your webpage.
