For what it's worth, the cutoff time between 9/3 and 9/4 occurred at around 3:42 AM, Eastern Time or 12:42 AM Pacific/Google Time. So a 42 minute lag time.

I think you will find that it is quite variable.
Cut off at time is 8 am in the UK and can, in effect, be anything in a broad band from 8 to 8.30 usually, and on occasions much later.
I don't think you can read a lot into it!
