From [google.com...]

Site may not include:
...
# Excessive, repetitive, or irrelevant keywords in the content or code of web pages
# Deceptive or manipulative content or construction to improve your site's search engine ranking, e.g., your site's PageRank

What if you're not spamming Google? Say you ban Googlebot with robots.txt but aggressively target other SE's.

Would Google have a problem with that?

Well, if google doesn't index these pages I can't see how it could consider as spam pages that it doesn't know about...

Targetting would not be to good. - Tend to get generic adds in my experience on pages that are not indexed by Google (url only listings.)

Both quoted clauses would seem to clearly cover attempts to spam any search engine.

This cracks me up every time I read it.
