advertisers using splash pages to circumvent rules?

is this a violation? starting to annoy this publisher

I am not an adwords advertiser so I don't understand the new rules completely,
but as a content publisher this is starting to tick me off.

Are advertisers allowed to use custom domain names to circumvent bidding on the final destination domain name?
They simply have a splash page leading to the true domain name.

By doing this they are cluttering my adsense blocks with repeat ads. Normally I'd just block them, but since the domains are so easy to register they will just pop up again in a few days under a different name.

Is this within Google rules? I find that hard to believe.
I'm not big on reporting people but this warrants it.
Do I report this to adsense or adwords department?

It is perfectly allowed to show one URL, but having a different landing page.
Is this what you're asking?

From what I understand, this is allowed per the new Google Adwords policy.

As long as there is a landing page with content for the affiliate program product (like a page offering a widget for sale) and as long as the page doesn't auto-redirect, it is ok.

At least, that's how I understood it.

To clarify:

advertiser is showing, and leading to their own url
their url is keyword-example.com
while they are really an affiliate for example.com
keyword-example.com is a simple one page splash page
with some fancy text/graphic and a link to example.com

also, their ad does not say "aff" in any form

If this is allowed, Google's new rules are insane.
You could have an adsense block with 4-5 ads for the
same product with the same wording, no affiliation mentioned.

like the new security procedures after 9/11, the new google changes are skin deep. There's no way G can keep tabs on the content of a landing page (i.e. wether it's primarily an affiliate redirect or not) so I bet their reasoning is 'at least the ads won't all look the same'

the web's going downhill with all the commercialization, and we're all guilty to some extent in abetting that.

Six hour later I finally have many of these ads blocked but I still would like to hear from the "pros" if their technique is okay by Google rules or if I have a legit complaint.
