Alexa Toolbar affliant ads within TOS

Could it be seen as search service?

I like the Alexa toolbar and discoverd now an affliant program for this.

I thought to make a 120x30 button on my sites.

I see Alexa as an information service to have information about other web sites.

But Alexa is also a search service.

In or not in TOS, that is here the question.

I did not find out within or out TOS, but the CTR of the AS block below seems to be negative influenced.
