For that grouping of AdWords ads that are shown on both the Google SERP's and AdSense content, do you anticipate that the same selection process is performed when choosing ads to display? Is it likely that Google tends to show the better performing and higher paying ads on their SERP's and it is more likely that the lower paying/performing ads end up on our sites? Or do you think the ad selection playing field is pretty level all around?
I had filtered out some ads on my site (ebay, shoping.com, etc...) because they didn't seem all that targeted and well suited for my pages. But when I do a Google.com search I see some of them listed to the side of the SERP's, making me think these must be the best money makers available and I need to unfilter them.

It's unlikely that Google would hoard ad impressions. After all, the content network exists because inventory on Google's SERPs isn't enough to meet the demand.
