It's basically a site that lets you browse other websites anonymously (i.e. web proxy). Would it be legal to use AdSense on that?

Would it be legal to either embed the ads on the URL-entry form or the browsed pages themselves or not?

I think the problem would come from your not being in control of content . . . making it easy for your display of the ads to be in disagreement with content-related rules.

Sounds pretty risky, since the TOS forbid using ads with content that you don't own.
