Strange happening

I have 2 skyscrapers stacked, normally if there are not enough ads to fill both, the top banner will have 5 ads and the banner below will have what is available or a psa if none are available.

I just noticed the top ad being a psa while the bottom banner is full with 5 ads.

Has anybody come across this, and if so why is it happening?

It most likely depends not on the visual position of the banner, but in the "code" positioning. Basically, whichever file (js file with adsense code) gets requested first will have ads. It just happens to be that the one listed first, gets requested first most of the time.

What could have happened was the first file got requested, but there was some tiny delay somewhere (in your browser, internet connection, google servers), and the second file got requested first. Thus the ads were shown in the second set.

This is an interesting point. If this happens often, if may be a partial explanation why some people get worse overall performance from having two ads on the same page.
