I'm about to start filtering sites. Can I do this per domain, or do I need to specify the entire landing page?

If domains work, is it a good idea to get rid of domains like www.ebay.com and www.shopping.com?

Does the AdSense Preview Tool sort its ad display by max bid?

Yes, in fact leave the www off and you will filter out everything in that domain.

Does the AdSense Preview Tool sort its ad display by max bid?

I don't think it sorts the ads by max bid but it may be based on either the AdRank or the degree of relevancy to your page.

I hope Adsense comes out with a filtering mechanism based on topic, not site. I have a site about something which also happens to be the name of a city in the US. So I get ads for X Lawyers, Hotels in X, etc., none of which my visitors would have the least interest in. There's far too many of them to block, so I've just given up.

That sounds like trouble. I bet something along the lines of negative keywords (like with AdWords) would be the cure.
