Two identical ads on same page?

using two banners on a page, I today saw the last ad on one leaderboard and the first ad on the second leaderboard as the same ads...identical title, copy and url.

Should that be possible?

It's not supposed to be, but I've also seen it before. It is also possible that it is two different affiliates running the same ad text.

I've seen it when I've tried two ads. It's not a perfect system.
