w9 form subject to withholding or not?

Hi as US individual status recipient of Adsense money is the individual "exempt from backup withholding" or not?

The w9 form is asking for this info.

You are always "exempt from backup withholding" unless you have been contacted by the IRS and told otherwise. Backup withholding is for "tax flakes" who refuse to pay income tax on a voluntary basis. Angain, unless you have received a notice from the IRS, check that you are "exempt from backup withholding."
