OK to have a trigger word before adsense ads?

I'm pretty sure this is against the TOS but I'm not sure. I saw a website that had a setup like this:

Ads by Google

<the ads>

Is this OK? I'd assume not.

It would depend on how it was set up, but probably not, if it was seen as a "label" on the ads.
