Is it against the AdSense TOS to have two ads from two different people on one content page?
Can I put my ad on the top of the page and have my friend put his ad on the bottom?

why dont u consider sharing the revenue or ele sign up with other ads network for your friend try clicksor fastclick valueclick adheasus

Actually you *can* have multiple publisher id's on the same page - however be aware that having your ads on a another site that is latered determined to be violating Adsense T&C could jeopardize your publisher account.
