Do higher or lower page impression effect the Cost-per-click earnings?

The cost per click is an amount set by the advertiser. With smart pricing thrown in, the cost per click of an advert can be equal or lesser than the maximum amount set by the advertiser. Looking from this perspective, your impressions have no impact on the cost per click of an ad.

If you are talking of the earnings per click, which is computed by revenues/number of clicks, impressions still is not a factor.

Impressions is a factor when you look at your Effective CPM.

Of course, no one really knows the exact algorithm of Google and no one knows if impressions indeed become a factor. Although personally I doubt it as there are sites with only 5,000 impressions earning so much more than sites generating 5x as much impressions. It doesn't necessarily mean that the more impressions you generate, the higher the chances of showing higher priced advert. It still depends on the type of site you have and the keywords that you show in your site.
