End of the year payouts

According to Google's recently modified TOS, it will not be paying out all accounts at the end of this year (as previously stated). It said that this is a result of publisher feedback. Now it's no big deal to me, but I found the reason given to be rather curious. "No thanks, I'd rather you keep my $XX.XX for another month or three." The only upside I could see would be tax advantages, but with the payouts coming for anything greater than $100, I don't see how it would make more any sort of huge difference on an income tax statement. Perhaps publishers were afraid that payouts for all would delay their payments for December '04 arriving in January '05 in a timely manner due to the increased processing necessary.

What do you all think? Is this a cover reason (you know, the old saying that "There's usually two reasons: one that sounds good and a real one,") or do you think that there was legit feedback about this?

Many people hold over check amounts to save bank fees, but under the current TOS, they would have to pay all balances at the end of the year regardless.
