I have a community site with about 2000 uniques a day. My cpr have been steady for two weeks at 1% and the cpm is around $2. The ads are placed at non-obtrucive spots on the site to maintain credibility.
Is this a good rate, or should I do something?

From what people have posted here, the amount you can earn with AdSense varies significantly depending upon traffic, subject matter, and ad layout and placement. The measure of whether AdSense is right for you is whether it is more profitable for you than the alternatives.
